EROAD Applauds Push for Smarter, Fairer Road User Charging
AUCKLAND, 6 August 2025: EROAD has welcomed Transport Minister Chris Bishop’s
announcement at the Infrastructure New Zealand conference today, where he unveiled the
Government’s plan to transition all New Zealand vehicles to electronic Road User Charging
(eRUC).
The move to eRUC represents a smarter, fairer, and more sustainable approach to road
funding, and EROAD believes that it is a system already well used by commercial fleets and
the right approach for New Zealand to take.
“As New Zealand transitions away from fuel excise taxes, eRUC offers a future-ready and
proven solution that reflects how we actually use our roads,” said Mark Heine, Co-CEO of
EROAD. “It’s a system that’s not only more equitable, but also more efficient and better
aligned with our climate and infrastructure goals. We applaud Minister Bishop for taking a step
towards modernising how New Zealand funds its transport infrastructure.”
Minister Bishop described the reform as “a once-in-a-generation change” that will ensure all
road users, regardless of fuel type, contribute fairly to the cost of maintaining and improving
New Zealand’s transport network. He likened the future experience of paying for road use to a
Netflix subscription or power bill: simple, seamless, and digital.
EROAD has already played a key role bringing eRUC to New Zealand with the world's first GPS
enabled nationwide solution for commercial fleets and believes New Zealand is well
positioned to lead the way in rolling out an eRUC solution for all vehicle types.
The Government’s announcement adds an additional 3.5 million vehicles into the eRUC
system. This is in addition to the approximate 1 million vehicles already subject to Road User
Charges. This transition to eRUC presents a substantial opportunity to modernise road
funding at scale. EROAD’s proven platform is well positioned to support this expansion,
leveraging its experience with commercial fleets to deliver seamless, equitable solutions for all
vehicle types.

Minister Bishop also announced that the Government will enable private sector providers to
offer integrated billing solutions, including tolls and time-of-use pricing, with flexible payment
options such as monthly billing and post-pay models.
Heine said: “The technology to do this is well established, for example EROAD’s GPS-based
platform helps thousands of commercial fleet operators in New Zealand and abroad reduce
compliance costs, improve safety, and gain real-time insights into road use.”
As the Government prepares legislation in 2026 and targets full implementation by 2027,
EROAD is ready to collaborate with policymakers, industry, and communities to help deliver a
system that is fair, future-proof, and fit for purpose.
Heine added: “EROAD is committed to helping New Zealand build a smarter, safer, and more
connected transport future. With EROAD collecting over $900m in eRUC last year alone from
commercial fleets and heavy vehicles in New Zealand, on behalf of the Government, the
technology is already well proven and can help support the Government’s transport funding
ambitions.”
