DOWNER AWARDED NEW ZEALAND STATE HIGHWAY ALLIANCE CONTRACT

Downer EDI Limited (Downer) today announced that it had entered into a Project Alliance
Agreement (PAA) to construct the southern component of the Ōtaki to North of Levin (Ō2NL)
highway project between Wellington and Palmerston North on the New Zealand North Island.

Downer is part of the Ō2NL South Alliance, comprising Downer, McConnell Dowell, Beca and
Tonkin + Taylor, which will deliver the 12 kilometre southern section of the new 24 kilometre
highway corridor on behalf of NZ Transport Agency Waka Kotahi (NZTA). Revenue to Downer is
approximately NZ$311 million (AU$280 million).

The award of the PAA follows a collaborative Interim Project Alliance Agreement phase of more
than 12 months, focused on determining delivery timelines and project scope, and developing a
Target Outturn Cost (TOC).

Establishment works commenced in July 2025 and main construction will begin in Spring 2025,
with the road scheduled to open in late 2029.

The southern section of the project also includes a separated shared pathway for walking and
cycling, a southern half interchange connecting the new four-lane highway to the local road
network, seven bridges and two underpasses.

The Chief Executive Officer of Downer, Peter Tompkins, said Downer is proud to be collaborating

efficient highway for the rapidly-growing Horowhenua and Greater Wellington region.
